The GRN -number of the guarantee will be mandatory from 24 May 2025 in Customs import declarations

Important information for importers! Finnish Customs will implement a new guarantee system starting on May 24, 2025. With this change, the EORI number will no longer be sufficient for reserving a guarantee in customs declarations. Going forward, it will be mandatory to provide a GRN number in declarations.

When is a GRN number required?

The GRN number is mandatory in all standard and simplified customs declarations, for example when:

A centralized import customs declaration is submitted

Customs reserves a guarantee based on the declaration to cover customs debt or liability

A customs declaration for inward processing, temporary admission or end-use.

If the GRN number is missing in the above cases, Finnish Customs will reject the declaration.

Where can I find my company’s GRN number?

The GRN number can be found in your company’s valid customs authorization, such as:

Comprehensive Guarantee Authorization (CGU)

Deferred Payment Authorization (DPO)

Authorisations for special procedures, such as inward processing authorisation (IPO) or end-use authorisation (EUS).

Note! The number of the guarantee authorization alone is not sufficient – the actual GRN number is required.
